Naar het Speciaal Onderwijs?
Het (voortgezet) speciaal onderwijs is er voor leerlingen die specialistische ondersteuning nodig hebben, dat het regulier onderwijs niet kan bieden.
The steps
Introduction
Does your child have trouble learning? Or does your child need support due to behavioural problems? Or does your child have a physical, sensory or intellectual disability or behavioural disorder? Depending on your child's needs, support is available. At their own school or within special education.
To Special Education
Is the regular primary school unable to provide the support your child needs? In that case, placement in a special education school is a good solution.
Depending on your child's needs, there are different types of Special Education. Read more about the different types of Special Education here:
Admissibility statement
Is Special Education the best option for your child? Then the school applies for an admissibility statement (TLV) from the Partnership. Your child needs this statement to attend special education. You make the application for the TLV together with the school. Which Partnership you apply to depends on the type of Special Education:
- The Amsterdam Diemen Partnership provides the TLVs for special primary education and special education in cluster 3 and 4. For more information: see https://www.swvamsterdamdiemen.nl/procedure-voor-de-aanvraag-van-een-tlv.
- Stichting Visio provides the TLVs for special education in cluster 1. For more information: see www.visio.org
- Stichting Simea provides the TLVs for special education in cluster 2. For more information: www.simea.nl
Frequently asked questions
What is the Partnership?
To ensure appropriate education for all students, schools work together in an appropriate education partnership. Together, they create a support plan. Since the introduction of appropriate education, the Amsterdam Diemen Partnerships for primary and secondary education have been active as umbrella organisations for all schools and their school boards in Amsterdam and Diemen.
To apply for Student Transport, use the digital application form.
What is the Partnership's working method?
When the Partnership receives an application for an admissibility statement for a form of special (primary) education for a child, it ensures that an expert opinion is provided, which will serve as the starting point for whether or not to issue an admissibility statement.
The procedure is described here by the Partnership.

Finding a suitable school
The organisation where the admissibility statement is applied for will, together with you and the school, consider which form of education best suits your child. There are often multiple schools offering this form of education. Together, you will make your choice from these.
Does your child need student transport to get to school? Then it is important that you choose the appropriate school closest to your home.

Student transport
Your child may be eligible for reimbursement for public transport, private transport or specialised transport to school. This depends on a number of factors:
- Distance between home and nearest appropriate school
- Travel time by public transport
- Age
- Disability (physical, mental, psychological and/or sensory)
- School type (SPE, SE or SSE)
